Franklin Pierce was the 14th president and served between 1853 and 185. and had an IQ of 134.8, according to Simonton’s estimates

Pierce may have been one of the most intelligent presidents of his time with an IQ  and graduated from Bowdoin College, but he was unable to come through the presidency as being a good character.  That often comes from the fact that Pierce did not correctly address the issue of slavery.
