Bielek is a Threat
At some point, researchers and scientists that were working on these top-secret government projects began feeling threatened by Bielek. To relieve their concerns, the government came up with a new idea for a time travel journey that would hopefully get rid of the threat. Keeping top-secret operations covered up is a huge priority for the government.

At this point, Bielek was getting used to time travel, which sounds kind of strange. He later told an author that “there is a slight feeling when you are going through space-time. The first trip can be quite nauseating, and after that, you sort of get used it to it.” However, the government made sure that this time travel experience would be very different from the previous ones.
